REFORMS IN INDIA MANDATE TO PROCEED (British Official Wireless.) Rec. 2 p.m. RUGBY, Dec. 19. With the acceptance by the House of Lords of the endorsed Government s policy on tho new constitution for India, the way is now clear for the introduction ol the Government's Indian Bill, which will be given a formal iirst reading ..this week. One peculiarity of the votes was that in the House of Commons the Lal}or Party whs included in the minority of 127, whereas in the House of Lords;, the Labor peers abstained from voliilg. Regarding the Labor Party’s attitude, the Times remarks that there is jno reason to suppose that they y/ill obstruct, the reforms, and recall:; the speeches by* Labor members, including Major C, U. Attlee, who signed the Simon report, and Mr. F. B. Cocks, who last week made an eloquent appeal to India to work tho scheme.
