In the Canadian House of Commons, Sir Robert Falconer urged a full-time Ministry of Foreign Affairs for Canada. He said that if Britain formed an alliance with Japan, Canada would be forced to take a stand as between Britain and the United States.
"We must not be crushed by inherited hatreds, and the Pacific must not become for-us another Europe," he added.
