SETTLEMENT EXPECTED
WAR DEBT PAYMENTS ROOSEVELT'S STATEMENT WASHINGTON, Dec. 15. The President, Mr. Roosevelt, to-day expressed his belief that an agreement on war debts would eventually be reached with the various countries now unable to continue their payments. , The President declined to say on what bis hope fos a settlement was based, but said that he most certainly did expect an eventual agreement.
