NO NEGOTIATIONS
WAR DEIBT PAYMENTS STAND BY BRITAIN WASHINGTON, Dec. XL The State Department published without comment to-day the exchange of war debt notes between the department and the British Ambassador, Sir Ronald Lindsay. The British Government officially confirmed that it would withhold the payment of 117,600,000 dollars due on ,Saturday under the funding agreements. The notes revealed that the State Department informed Britain that any proposal she cured to make would be submitted to Congress for consideration, but Sir Ronald Lindsay responded that his Government would not reopen negotiations at the present time. All other debtor nations are expected to follow the lead of England, excepting Finland, which to-day announced that it would uiako it>s regulur payment ci 228,538 dollars.
