Tins is due to insufficient road and rail facilities. “The ‘sure shield’ of England is n thing of tiie past, and yet no increase of the Aii* Force can give us security. But it is a fact that the greatest detriment to an air attack is the ability to attack an enemy’s fleet at its base, combined with the certainty that only a small percentage of the attacking fleet could return undamaged. “With the increasing of our armaments, we are not looking for trouble: we want to avoid it.”
