BARTERING OF WOOL GERMANY AND AFRICA (Eiec. Tel. Copyright—United Press Assn.) (Received Oet. 15, 11 a.m.) CAPETOWN, Oet. 14. General Kemp, Minister of Agriculture, states that negotiations with Germany for the bartering of wool for German goods have failed. South African business circles are hostile to the bartering plan, holding that the attempts to find a substitute for wool would fail, and that Germany would be forced to huv.
