♦ < POPE TAKES ACTION CARDINAL’S MISSION ROME, Oct. 1. It is understood that, the Pope’s desire to end the longstanding war between Paraguay and Bolivia oVor the disputed Chaco region is behind the appointment of Cardinal Pacelli as Papal Legate to the Buenos Aires Eucharistic Congress. It is unprecedented for the Pope to send the Pontifical Secretary of State abroad. The only Pontifical Secretary sent abroad in modern history was Cardinal Coitsealvi, who was dispatched to Foutaincbleu to negotiate with Napoleon. Cardinal Pacelli is one of the most notable Papal diplomats. He was chosen to convey Pope Benedict's personal letter to the Kaiser (hiring the Great War, appealing for peace. He assisted his predecessor, Cardinal Gasparri, to negotiate the Lat ; erdn Treaty with Mussolini. That. Cardinal Pacelli has suspended Concordat discussions with Germany in order to go to Buenos Aires is regarded ns proof of the Pope’s hope of ensuring peace Which lias already been twice attempted. The Pope has given Cardinal Pacelli n free hand to arbitrate in the territorial dispute.
