THE LEAGUE COUNCIL UNANIMOUS DECISION (Received September 11, noon.) GENEVA, Sept, 10. The Council of the League, at a private meeting, unanimously agreed to the Soviet having a permanent seat on the Council. Argentine and Portugal ' abstained from voting. ■
