IJ.S.A. TO NEGOTIATE (Received March 1. 2 p.m.) WASHINGTON, Feb. 28. Mr. Roosevelt and Democratic leaders of Congress agreed to-day to seek*an early authorisation for the President to negotiate reciprocal trade agreements with other nations.
