SUBMARINES’ CRUISE t 11 (Received February 26. 3 p.m.) ROME, Feb. 25. The submarines Sciesa and Toti arrived at Spezia on the completion of a 17,000-mile cruise round Africa, begun on September 14. Signor . Mussolini paid a warm tribute to the crews on the unique submarine performance.
