INDIA AND JAPAN DEMAND FOR DECISION CALCUTTA, Dec. 5. India has issued an ultimatum to the Japanese cotton negotiators, declaring that the terms, which are not disclosed, must be rejected or accepted, as there will be no more bargaining. The Japanese have telegraphed to Toldo for instructions.
