COMING OF WINTER
HOSTILITIES PREVENTED RECRIMINATIONS CONTINUE SHANGHAI, Nov. 14. Although it is believed that the coming of winter in Manchuria and Siberia is already sufficient to prevent immediate hostilities between the Soviet and Japan, the exchange of recriminations sufficient to lead to open warfare continues. The Soviet Consul-General at Changchun, Manchuria,. it is reported, has lodged a strong protest against White Russians being allowed to cross the border into Siberia and spread anti-Soviet propaganda. It is stated that this is chiefly designed to show that Manchukuo is giving Russians plenty of food and freedom to exercise their religious beliefs. They show pictures of prosperous shops iu Harbin and Russian Mahommedan churches to which worshippers flock, all of which is calculated, it is declared, to have a very grave effect upon Russia. Moscow accuses Japan of establishing a. military base in Manchukup, and of stating that, the Soviet air fleet is prepared to Real decisive blows at' enemy centres of f opulation.
