General Douglas McArthur, chief of staff, in his annual report to Congress, published to-day, recommends an increase in the army from 120,000 to 165,000 men, with a corresponding increase in appropriations. In addition, lie. asks for money for extensive mechanisation, including many tanks, of which he claims that only 12 have been built since, the war. Tile old tanks are obsolete. He also asks for the return of the 15 per cent, pay cuts of officers and enlisted men, and said the morale of the army is not at its best. The men continue to perform their duties faithfully, but re-enlistments are diminishing, and at some stations desertions have been more numerous.
