“WET” PROBLEM IN U.S.

STATE CONTROL URGED ROCKMFEELER RESEAR( -II NEW YORK, Oct. 15. In view of the certainty that Prohibition will le repealed on December 6, the world-wide research commission financed by Mr. Rockefeller, jun., has issued a report to-day recommending State control in some lorm as the hesi method of dealing with the question. All the various methods of State control in Europe, Canada and elsewhere have been examined. A sound system of liquor control, says the report, must eliminate the bootlegging, racketeering, and crime which developed under Prohibition. It must eliminate “the private profit motive which makes inevitable the stimulation of sales.” The survey and its recommendations will bo carefully studied by a special committee of the Washington Legislature, and will doubtless exert influence on the rules and regulations to be framed by the various States. There is one significant paragraph in the report. Brewers, distillers, and the liquor trade generally are warned that the United States, “despite tho reaction from Prohibition, is in no mood to stand any aggressiveness.” Seven steamers have recently been chartered in England to carry about 52,000 tons of rye to the United States.

The names of the purchasing firms are not disclosed. But since America’s consumption of rye bread is small, these largo cargoes are clearly destined for distilleries, in anticipation of the return to a “wet.” regime.
