GROWING TENSION
RUSSIA AND JAPAN SHANGHAI, Nov. 16. The tension between Japan and Russia is showing no sign of relaxation, the latest despatches from Tokio stating that, in reply to M. Molotoff’s speech delivered on Tuesday, tho Japanese Government decided not to demobilise three army divisions following the autumn manoeuvres, but to send them to Korea. The Japanese Foreign Minister is reported to have declined further negotiations with Russia and to have recalled the Ambassador from Moscow—ostensibly to report on the situation, although it is generally assumed that he will not return for the time being.
