NEWFOUNDLAND’S NEED
PLAN OP RECONSTRUCTION HANDICAP OP POLITICS (British Official Wireless.) Ree. 2 p.m. RUGBY, Nov. 22. The Newfoundland Legislature, when it reassembles on Monday, will consider the proposals made to prevent the danger of financial collapse. As the constitutional position defined by the Statute ol Westminster explicitly disclaims any authority on the part of the Parliament of the United Kingdom to pass laws applying to any Dominion, except at its own request and with its own consent, the scheme advocated by the commission can only he put into effect on the initiative of the Newfoundland Government.
’Tile Times says: “The world depression and the fall in the price of the island’s products have aggravated the difficulties, but they have not been the primary cause. What now is needed is not merely financial aid. but financial aid accompanied by the introduction of an administrative system able, first, to relieve the immediate necessity of the people, and then to plan and carry through a programme of economic reconstruction. This task would bo impossible if the Government, of the island were to remain exposed to political and party influences.”
