THE NEW SESSION SCRAMBLE FOR SEATS LONDON, Nov. 21. The early fight for seats in tho new session of the House of Commons will bo more than usually exciting owing to tho determination of four Samuelites to cross the floor and secure places among tho serried ranks of the Conservatives. 'They and three Conservatives were tho first in the Chamber at 8 a.m. Two Liberal members, Mr. J. P. Maclay and Mr. W. McKeag announce that they do not intend to follow Sir Herbert Samuel in crossing the Hour.
