PACIFIC BASES?

JAPANESE ACTIVITY U.S. TO INVESTIGATE LONDON, Nov. 2. The Daily Herald says that . the United States, at a cost of £IOO,OOO, is preparing <i big aerial survey of the Pacific islands, nominally to collect geological and scientific information, but in reality to find out what the Japanese are doing, as the United States is thoroughly alarmed at persistent reports of fortified naval, submarine and air bases in the Bonin, Marianne and Pelew Islands. If fortifications are discovered it will be a flagrant breach of article 19 of the Washington Treaty. The survey is likely to occupy a year.
