RESTRICTED PAYMENTS AMENDMENT PROPOSED (Per Prims Association.) WELLINGTON, this day. In the House of Representatives this norning, Mr. W. E. Barnard (Lab.. Napier), introducing the Family Allowmces Amendment Bill, said that under be present legislation a father alone was KTinittrd to apply for the allowance, ilthbugh it was generally payable to the nothin-. The bill provided that either die father or mother might make appliation for the allowance. He urged the Government to take up this matter and remedy what be. considered was a serious mjiist ice. Mrs. E. R. McCombs (Lab., Lyttelton) eiid the bill proposed merely to do justice to a number of children in Lite cumin unity, Mr. F. W. Schramm (Lab.. Auckland E.) urged that provision should be made for a magistrate to order that the allow• ain ■ should be paid in such a wav that it would ho certain the children would benefit. The magistrate would be able lo .del •riiiine wlieihei it should be paid to (lie mother, faUier, or an agent. The bill was read a first time.
