PIECE-WORK BASIS

UNEMPLOYMENT RELIEF BOARD’S NEW PROPOSAL (Per Press Association.) CHRISTCHURCH, this day. A proposal that all work for the relief of unemployed should he carried out on a piece-work basis was made by Mr J. S. Jessep, deputy-chairman of the Unemployment Board, in an address to representatives of Christchurch local bodies this morning. Mr Jessep said the hoard had come to the conclusion that a piece-work basis should be adopted, though it was admitted that there were difficulties in the way. Piece-work would give better opportunities to good workers, and would fit them better to go hack to their former occupations when normal times returned. The ’policy in New Zealand was that relief must bo worked for, and the hoard was a trustee for the money found by the people. A great many men would welcome a chance to give their best in return for the relief given them. -A great injustice was done by bringing all the men down to the same level. If the men were not called on to give their best they would deteriorate, and tho hoard would be responsible. The public who had found the funds were looking on critically to see how the money was used.

After a lengthy discussion the meeting passed a resolution that the methods adopted at present in connection with unemployed work are resulting in the deterioration of many workers, and the delegates of local bodies should collaborate with the Unemployment Board with a view to improving the position.
