“THE WORST IS OVER”

STRENUOUS WORK MR. BALDWIN’S HOBBS ,i LONDON, JuJy W. "After two years of the most .strenuous work of the National Government we can say without undue optimism that we believe that our feet are on firm foundations, that the worst is over, and that the outlook is more hopelul than it lias been at any time in the last two or three years." This .reassuring message was delivered by Mr. Baldwin in a speech lie made at a Conservative demonstration near Cambridge. "We may fairly say that, many old ideas besides free trade are dead and buried,’’ lie said. j "The old idea in the towns that all agricultural troubles were due to the inefficiency of those, who work on the land is exploded once and for all. “The old bogey of dear food—that nothing could be done lor agriculture without causing a burden on the towns —is gone. "I believe, we are a long way from having reached the production of which this country is capable in agriculture," he continued, "t believe we have hardly scratched the land as far as smallholdings and allotments are concerned, but these questions must wait for ultimate settlement until we have at least succeeded in seeing that, those who are now working the land have got a better chance than they have had at any time in the last generation. "The interests of our own farmers must come first, the interests of the Dominions farmers second, and the interests of file foreign farmers, third. "At present we are at mid-stream in our work. Some has been successful, and some lias yet. to hear fruit. Tile most, difficult of all is. the regulation of the price of beef and cattle. We have not yet succeeded with regard fo cattle, though we have boon able to slop the catastrophic fall in prices. "The problem can he solved, and we shall solve it. There are real risks if you go too last. With so staple a commodity as beef we dare not go at more than a certain pace, hut we. are going forward with every intention of bringing about a better condition of tilings, as we have already succeeded in doing with regard to so many other products.”
