ULTIMATUM TO REBELS HAVANA, Sent. 12. The President, Dr. Ramon Grau, tonight told Colonel Haracio Ferrer find army and navy officers, in practical rebellion at the Hotel National, that they must come to terms with the new Government within 24 or 36 hours.
