START OF NEXT WAR GERMAN PREPARATIONS (Klee. Tel. Copyright—United Press Assn.) (Received Sept. 12, ’ll a.m.) LONDON, Sept, 11. The News-Chronicle's Berlin correspondent says that while Franco-Russian discussions indicate that the Hitler menace threatens a renewal of the 1914 grouping of Rowers, a pamphlet published with General Goering's approval tells Germany that the next war will come without declaration, beginning with a sudden mass air attack. The pamphlet urges the public to support air menace counter measures, including the creation of an air alarm, net organisation, anti-bomb cellars, and i-tiier precautions. The Daily Mail’s Berlin correspondent says the public is invited to inspect a model underground shelter for use during air raids, fitted with filters to cope with gas attacks. The construction of similar refuges may shortly be compulsory in every house.
