JAPANESE COMMENT TOKIO, Aug. 28. The Navy spokesman condemns the mischievous propaganda regarding Japan embarking on naval competition leading to war with America. The reports of strained relations featurcdi in the vernacular press are ridiculous and harmful. [Japan’s building is essentially a protective measure prompted by the large expansion programmes of other countries.
