DEBTS TO STATE
DISINCLINATION TO PAY

DUNEDIN, this day. The Hon. E. A. Ransom had a short conference with the Lund Board this morning. , Referring to irrigation and drainage payments,' the Minister said many people in a position to pay were showing such a disinclination to meet their obligations in this respect that the Government was not encouraged to provide such works.
Mr. Ransom proceeds to Otago Central 0-morrow.
