OUTRAGE IN MISSOURI SUMNER (Missouri), April 18.. Between '2OO and 300 armed men overpowered the levee guards at Ch,ate Ridge, and blew out the levee. The breach will flood thousands of acres and is almost certain to create dangerous situations in already flooded towns,
