EMPIRE “10-YEAR PLAN”

SETTLING 400,000 FAMILIES LONDON, March 3. A comprehensive “10-year plan” for Empire development and migration, coupled with the alleviation of unemployment at homo, by chartered companies free of Government control, was Outlined to the Parliamentary Imperial Affairs Committee at the House of Commons by Mr. L. St. Clare Groudona. Would-be settlers should be trained under the same conditions as would he encountered overseas. The training itself, both for men and their wives, would be of a severely practical nature. During a' period of 10 years 40,000 families could bo permanently established overseas annually at an average cost of not more than £ISOO per family. This would involve a gross capital investment of £600.000.000. All trading would he carried on through the- companies, whose profits would lie limited to a certain percentage on turnover
