A NOTE TO JAPAN EASTERN RAILWAY DISPUTE MOSCOW, April 18. An abrupt note handed to the Japanese Ambassador cited recent incidents in connection with the Chinese Eastern Railway prejudicial to Soviet interests, and asics for a speedy reply guaranteeing efficient measures to safeguard Soviet rights. The note complains of the Manchukuo authorities' seizure of railway property and of robbery, murder, kidnapping and torture of Russians employed thereon; also failure to pay for the transport oi Japanese soldiers. ROBBERY AT HARBIN GANGSTERS’ BIG HAUL (Received April 19, 11 a.m.) TDKIO, April 18. Three masked gangsters on Sunday held up the Harbin railway office, seizing 300,000 yuan. They killed two policemen and two women, and then escaped in a motor car. i
