JAPAN’S MANDATES
RETENTION IN ORDER LONDON, April 8 British Government experts have examined the position created by Japan’s retention of the mandates over former German colonies, given her by the League of Nations. She is regarded as within her rights, hut for any breach of her obligations, as for example, by fortifying the islands, she would bo answerable to the Mandates Commission, as would other mandatory Powers guilty of an irregularity.
