SUPPORT FROM FRANCE SMALL POWERS CRITICAL LONDON, April 6. M. Tilulescu, Rumanian Minister of Foreign Affairs, arrived in London to impress on Mr. MacDonald and Sir .lolin Simon the views of the Little Entente regarding the four-Power plan. Poland similarly declared against the scheme sponsored by Mr. MacDonald and Signor Mussolini. The French Government accepts the principle of the four-Power pact, and favors the opening of negotiations, with the Governments concerned in order to define tho methods of collaboration. No special references will bo made to disarmament or to treaty revision.
