VON PAPEN’S DECLARATION \ ' £ BERLIN, Feb. 27. The death roll in the political clashes during the week-end 'number seven. Herr ven Papen, at Hamburg, made a striking declaration in the praise of the old monarchial regime. He added: ‘‘Germany would appear different to-day if she had not lowered the black, white and red flag and trampled the centuryold monarchy into the dust.”
