N.S.W. UPPER HOUSE (‘Received December 8,2 p.m.) SYDNEY, Dec. 8. If the Government is not assured of a majority in the Upper House by Tuesday tv carry the Moratorium Bill without vital amendments, the Governor will probably he asked to make additional appointments. The number mentioned i.-i between 15 and 20.
A Cabinet meeting decided to adjourn the .sittings of the Council until Tuesday in order that Ministers in the meantime might have an Opportunity to formulate plans.
