WAR DEBT PROBLEM HOOVER’S LATEST MOVE NEW YORK, Dec. 5. The Herald-Tribune understands that Mr. Hoover, in an anxious effort to eliminate any possibility of a general European debt default, lias ‘‘sounded out London” regarding the possibility of easing the payments due on December 15, without an absolute suspension. The nature of the compromise is not known.
