SOUTH AFRICAN BY-ELECTION (Received December 2, noon) CAPETOWN, Dec., l; Tho ijefeat of the Nationalist candidate in the mining constituency of Gcrniiston at a by-election bv 1181 votes, is regarded ns a vote of no-confidence in the Government's economic policy. This is the first urban election at which women have exercised, a vole. General Smuts declares that it is a notice to quit.
