REIGN OF TERROR
TROUBLE IN SHANGHAI ANTI-JAPANESE PLOTS SHANGHAI, Dec. 1. Gang methods are creating a reign of terror. The police are unable to cope •with a series of bombings rad shootings under the guise of patriotic anti-Japanese organisations. Over a seoro of shops in the past few months have been bombed. Three persons have been killed and many injured, following letters warning Chinese against dealing in Japanese goods. v There was a startling development to-day when tliTeo British insurance firms received threatening letters containing live ammunition and anaemic 1 ing that, unless insurance claims are met. on property destroyed during the Hino-Japanese 'hostilities, their premises will be bombed. Tho police, later, discovered a bomb on the ground floor of one office. The police are powerless owing to the Chinese victims refusing to cooperate, many Chinese public boduv: regarding the bombers as patriots.
