MANCHURIAN CRISIS
PROBLEM FOR THE LEAGUE

Discussing the League of Nations and Manchuria, the Times says neither China nor Japan is blameless for the violent turn of events. It is impossible, for the League Council to pass upon ono or the other party a sentence of guilty. The whole task of the League must he to regularise, in collaboration wit 1 1 the countries concerned, a position which has grown, haphazardly, and gradually establish a system acceptable to both sides.
Such a solution is clearly stated in the Lyttori report. The League cannot retransform by a stroke of the pen the republic .of Manchuria into Chinese provinces. On the other hand, it can, and should, refuse to recognise the State of Manchukuo because its existence conflicts with the findings of the Lvtton commission, on the basis of which the League must find its solution. The League must refuse to accept any settlement not meeting the legitimate needs and wishes of the population. .
