When John Gardiner, of a New Plymouth shop, sent 4000 numbered circulars to householders and placed in his window 2fi numbered articles which were presented to those who received circulars with the corresponding number and ‘‘spotted” Hie article displayed, he committed a breach of the Gaming Act, having “established a lottery whereby the goods were disposed of by mode of chance.” Gardiner was fined. £5.
