HITLER AS DICTATOR CAPTURE OF PRESIDENT BERLIN, Oct. 21. Rumors are published of a Hitlerite plot to make the President, Marshal von iliiidenburg, a virtual prisoner at Neudeclc and to compel him to agree to the dictatorship of Herr llitler. Another rumor suggests that Herr Hitler will lie appointed Chancellor. When the plans leaked out the authorities took precautions. Some papers believe that Herr von Papen’s reign is closing and that General Schleicher will shortly succeed him. Herr von Papon, replying to Herr Hitler, says that Germany is only demantling that other nations reduce their armaments to a level which, reckoning their special positions, corresponds with German disarmament under the Versailles Treaty.
