OTTAWA AGREEMENTS
CONSTITUTIONAL POSITION LONDON, Oct, 22. Professor Berriedalo Keith, in a letter to The Scotsman, says: “The intcr-Impcrial agreements are as binding as; foreign- treaties, and it would be equally deplorable if a contract wore broken. For this reason, the Government should not pledge itself if it cannot reasonably expect to perform’ its obligations regarding the Ottawa pact. The term should not be too long, as such agreements are only vhluablo "as long as they are welcome to tho mass of the people here and the Dominions.”
