C. shall have a freer hand in the arranging of (political debates and discussions. The method at present in force is that when the 8.8. C. wishes to arrange a political broadcast or a political debate, party statements of policy have to be arranged' in Consultation with party whips. This procedure has undoubtedly proved in the past to be protracted and often unsatisfactory to the listener. Although the speaker " may be nominated by his party whip as “satisfactory” from a political point of view his capabilities from the'microphone point of view, and therefore from the listener's point of view, may be negligible.
