MR. SAMUEL OVERLOOKED

THE DEFENCE COMMITTEE INCIDENT IN THE HOUSE (Per Press Association.) WELLINGTON, last night. When the sessional select committees were being appointed in the House of Representatives to-day, Mr. A. M. Samuel (Coal., Thaihes) said he would like to ask the Government what procedure was adopted in setting up a select committee. He referred particularly to the committeo concerned with defence. He was the senior military member of the House, and had been left off the committee. He had been led to bejieve that it was left in the hands of the whips to make recommendations regarding the personnel of committees. He was not suggesting that he was being penalised for any action he had taken in the House. It was possible Jie had been too sympathetic to the claims of returned solcpers, though he could not see how anyone could be too sympathetic. Mr. W,. J, Jordan (Lab., Manukau) said that Mr. Samuel in tho past had been a very useful member of the committee. ,

, The Rt. Hon. ;G. W. Forbes said that in setting up the committees, attempts had been, made to dovetail the work,. so that no member would be embarrassed by having to serve on too many committees.

Mr. D. MeDougall (Coal., Mataura) requested that he be allowed to withdraw from the committed in favor of Mr. Samuel, remarking that he considered Mr. Samuel knew more about defence matters than he did. On the motion of the Prime Minister, the House agreed to this course.
