NEUTRAL OBSERVERS
RESENTED BY JAPANESE ' PARIS, Nov. 30. The Japanese resent the interposition of neutral observers in Manchuria and insist on direct communication with the Chinese authorities. M. Briand has replied to the Japanese note thereon, saying that third parties will merely reduce the risk of conflict. There was no desire to resort to their intervention.
