NAVAL PACT
FRANCO-ITALIAN PARLEY BRITISH INTEREST LONDON, Dee. 22. Considerable speculation has been aroused by the discovery that Mr. R. Ij. Craigie, of the Foreign Office, is in Rome. Mr. Craigie was the Prime Minister’s right-hand man at the London Naval Conference, and is having a series of meetings with the Italian Foreign Minister, Signor Grandi, and other high official#. The Frahco-Italian parleys, after the failure of France and Italy to join in the three-potyer pact, is causing anxiety in Britain, Japan and America. Mr. Gibson, one of the United States leaning delegates, went to Rome before Mr. Craigie. British official circles deny that Mr. Craigie went in connection with British compromise proposals, and say that lie is there merely as an observer.
