NEW BRITISH REGULATIONS (Received. Dee. 31, 3 p.m.) LONDON, Dec. 30. The biggest revolutionary change in motoring in England takes place from New Year’s Day, when the Jaws operating since 1003 end, and the now code operates. 'Speed limits for private cars are abolished, hut a limit of 30 miles an hour for heavy vehicles, motor lorries-, and motor coaches will be rigidly enforced.
