THE NEW CONSTITUTION SPECIAL BILL PREPARED (Received Dee. 4, 3 p.m.) LONDON, Dec. 3. The text is issued''of a bill providing for the future organisation of the Salvation Army, providing for the formation of a company to act as trustee for the army’s property throughout the world, fixing an age limit for generals, removing (the geiicral’s right to nominate his successor, and the formation of an arbitration council to deal with disputes between the general and leading officers. The bill is-not likely to bo discussed before the new year.
