Referring to the negotiations which have been proceeding for the purpose of concluding a temporary commercial agreement with Russia, to serve as a modus vivendi pending (he conclusion of a full treaty, Dr. Hugh Dalton said that although certain points remain to be settled, an agreement has been reached on the main features. r Fhe instrument would provide generally for the reciprocal granting ot the most favored nation treatment in respect of trade, and of national treatment, subject to certain exceptions, in respect o( shipping. It would also accord to the .Soviet Government the right- to establish in London a trade delegation, consisting of the trade representative ot the Union of Soviet- Socialist Republics and his two deputies, forming part- of the Soviet embassy. The head of this delegation and his two delegates would consequently receive diplomatic privileges. Immunity would also attach to the specified offices occupied by the delegation and used exclusively for dele--.ration purposes. The diplomatic privilege... accorded by the agreement would not. however, he claimed in connection, with any proceeding before the courts in respect of commercial transactions entered into 1 v the delegation in this country..
