APPEAL FOR PEACE
RUSSIA AND CHINA AMERICAN INTERVENTION WASHINGTON, Dec. 2. General Stimson announces that the United States has appealed to Russia and China in the name of the general pact for the renunciation of war, to avoid war-like measures in Manchuria, and adjust their dispute by pacific means. The appeal -referred especially to Article 2 of the Kellogg Treaty, which recalled .the nations’ earlier assurances that they would uot resort to war unless attacked, and expressed the United States’ earnest hope that they would refrain from hostile measures. In conclusion, the United States reminded the: nations that the respect with which they are held in the world would depend upon the manner in which they carry out their “sacred promises.”
