Fletcher, Grey Lvnn, declared that the Budget must be balanced, so it had to be faced. He hoped to sec a big surplus at the end of this year, for that would give a fine chance to make a definite start with an unemployment insurance fund. Mr. A. Iff. Samuel, Thames: Do you favor extra primage duty? Mr. Fletcher: I don't like it any more than other individuals, but I prefer the whips of primage to the scorpions of the Reform administration. (Laughter and applause). Mr. Samuel: A very brave answer.
