TWO “GRAFT”-CONVICTIONS NEW YORK, pet. 18. Maurice Connolly, for 18 years president of the Queen’s Borough of New York, and Frederick Seley, municipal engineer, were convicted of conspiracy to defraud the taxpayers, Connolly being sentenced to a year in gaol and 'fined £IGO. Seeley appealed for a stay of sentence. The conviction of the two nice terminates one of the worst scandals in the city history, vvlpeli revealed that £700,* 000 of taxpayers’ money had been paid out illegally for sewer pipes. Ail the contracts for years specified the use of a certain piping of Which one John Phillip* had the. monopoly, and for winch he charged exorbitant prices.
