CONDITIONS IN RUSSIA (Special to the Herald.) . AUCKLAND, this day. A New Zealander, who was recently at Bonn writes by the latest mail to say that lie had .just met't wo young German business men. who had recently returned from a trip to Russia, and they describe that country as being in a 'terrible state. They say they could hardly get enough food to keep themselves alive and very glad ipdeecl ,to get. out of the country again. .They, fee» certain there will soon he a rising of the peasants that will end .the present regime. When this takes plan* it- is believed that Riissia will quickly regain some of her old prosperity. The fact that the Russians are now prepared to grant concessions to foreigners shows which way events are tending.'
